Do flash enabled sites work OK for you? If so I'd guess anti-virus or steam settings would be the next thing to look at

Found out why the frag radio on mani stopped working!

The steam update of 20th March did this:

Disabled Java for the in-game web browser


Frag radio uses that in the motd integration to make it work!
