Have you tried wiping your Cstrike folder?

Steam uses internet explorer from fastdownload.. it might be your proxy settings.

make internet explorer your default browser opern IE tools...internet options...programs ...make IE default.

in the Internet Options box click the Connections tab


click lan settings/proxy settings...click automaticaly detect settings.

Edit make sure you have cl_allowdownloads 1 ...bring down consol ingame and type so..
