steam ping issues

A friend of me has the problem that his ping raises till 300-400 when hes playing counter strike source.

He has a new laptop with i7 processor and a new radeon graphic card in it. downloading and watching movies causes no problem but when he s logging in on css with steam his laptop makes lots of noice -think the fan or hd???- and ping is going crazy.

We ve checked if other programs were running (update windows or other, antivirus active, virusscan, downloads,... ) at the same time but this was not the case.

After a reinstall of steam and css it worked 1 time correctly but then all the next times issues again.

Does steam changes modem settings?

If anyone has a solution or fix for it thx in advance.

how is he connetced to internet ? wi-fi or hard wired ?

Also, you sure he aint got u-torrent etc running in the background ? also double check it aint being blocked with firewall etc.
Theyre the obvious ones i know of, but sometimes the obvious is overlooked.

What does he get on other games (COD/ BF/ etc)

Whats his result on Speedtest.net ?

connected by wifi
no torrents or other stuff installed or running
no other games than counter strike source

I think it might be the firewall ?

yes, try disabling all anti-virus and MS firewall etc, if that dont give him a nice ping, try connecting to his modem hard-wired

I dont know a lot about it tbh, but this is what i'd be checking first

if you open Command promt (you can find it in accessories or by typing cmd in the windows search box)
type

tracert 212.187.208.63

and press enter, it will show the connection to the GG server and also show where the ping loss occurs.
It will help narrowing down the fault

Thx wavy, it seems the provider that causes all the troubles.

The signal stays turning around in Brussels before arriving at London.

It usually is the Service Provider. I have had so many months free internet when I show them the tracert results which prove it is their fault

Hope they get it sorted out quickly

Err please don't disable anti-virus or firewall lol.
If your anti-virus or firewall block games then get a decent protection program
