Blimey! Firstly you need to make the site. Loads of tools around to help. For a very basic one you can use M$ Word or Open Office Writer and save the docs as html files.

For more advanced stuff you could try M$ Visual Studio Express. It's free to download from M$ for personal use and they have a Web Developer kit and tutorials as well. There's always Seamonkey from Mozilla too. Asides from that you can go for Dreamweaver but you have to be aware that it ain't free, its bloody expensive!

Once you done that you need to find a domain and host. Your host can normally register the domain name for you and send you an annual invoice to renew it. There are so many hosts to choose from. UK2 will host a site for £2.95 per month for example. Or you could go for a freewebs account. Some hosts include site building tools so that you can just do it all online. If you want a full package (email etc) here's an example for you http://www.demon.net/demon/products/hosting/webhosting/advwebhosting

Got a budget in mind? What's the purpose of the site - business promotion, brochure of services, customer testimonials, contact/enquiry forms?

i made my first site in 2000 using MS office 2000 pro. i used word to lay out my pages and saved them as html. is a really easy way to do it.
nowdays i use the MX studio bundle which includes dreamweaver, fireworks etc. i did a couple of years at college using this and its a bit more complicated.
as for a domain name, go for a .co.uk or .net
theres plenty of hosting companies out there. try not to go for a reseller as they tend to get fed up with it and leave you with no hosting/website. this happened to me a few times.
i use this company and have no probs with them.
http://www.3ix.org/one_dollar_web_hosting.php
you get a years hosting for one website for $12. payable with a credit card or paypal.
includes 40gb webspace and 100gb a month of bandwidth. you also get 50 email accounts with this if you need them.
you need to have bought your domain name before you can use this package as you have to assign the domain name when you order this.
hope that helps

ok I mostjy use nusphere phped with this tool you can make almost every type of files you need (php5, html, css, etc...), but you've to know basics of coding
have a look n google, you may find tutos on gettin it started (got some but it's french so I think it won't help you), my best advice is don't try to do your final release as 1st project, do something first to learn how it works.
also dunno if you got this in UK, I got a book named "PHP5 complet guide" i bought in store edited by micro-application (if you wanna search for it, ISBN is 978-2-300-014147) and also one about PHP&MySQL also edited by micro-app (ISBN 978-2-300-013218); both have this URL printed on cover: http://www.microapp.com
If you wnt some advice or help pm me over steam and It will be my pleasure to help ya :P
