As the article says below- the game is a year old and the publishers have said you can d/l it for a donation- you set the amount of donation. Got mine for $2!

World of Goo
If you didn't buy World of Goo a year ago, it's your chance to pay what you want for the game now.
Oh yes, World of Goo is one of the highest rated games on the Nintendo Wii (now available on WiiWare) and further spawned an enthusiastic horde of PC gamers.
The game is a physics based puzzle and construction game in a world populated by millions of Goo Balls who don't realise they're living in a game. You must help the balls traverse creative levels and discover the secretes of the World of Goo Corporation.
The game is one-year old today and to celebrate, the game's developer 2D Boy has made the PC version available for whatever price you want to pay.
Championship Manager 2009 was the first game to adopt the "pay what you want" strategy, and it apparently paid off. So pay a penny or 'one-million dollars!' for World of Goo, an award-winning master piece.
We're also excited to tell you that World of Goo will soon be making its way to the iPhone, with 2D Boy writing on their website:
"It's not done and we don't have a release date yet. We have it running well on the iPhone 3GS, and with a little luck we hope to get it running smoothly on the 3G as well. Hopefully more news on this soon."
